Hinds Community College does not discriminate in its admission of students on the basis of sex, race, color, national origin, or disability.
Hinds Community College subscribes to an “open-door” policy in that all applicants having fulfilled admission requirements will be considered for acceptance to the College. Requirements for admission are not restrictive but may vary for individual programs. Therefore, admission to Hinds Community College does not necessarily mean admission to the program desired by the student. Although applicants for admission must satisfy the general admission requirements, the College reserves the right to accept or reject an applicant to a particular educational program.
Certain programs have specific, additional requirements for admission. Students interested in Nursing and Allied Health programs should review the additional admission requirements below. Veterans should see Veterans Benefits for more information. Students should review the “Program of Study” page being considered for possible additional admissions criteria.
The Office of Admissions and Records is responsible for administering admission policies. All applicants are notified of their admission status as required documents are received in the Office of Admissions and Records.

The evaluation service is at the expense of the student. The evaluation company should mail the results directly to the Admissions and Records Office at Hinds Community College at P.O. Box 1100, Raymond, MS 39154, or the student may request to have the transcript submitted electronically to records@hindscc.edu through secure site login. In order to have the transcript sent to Hinds, the student must make a request with the evaluating company to send the transcript evaluation to Hinds Community College. The electronic submission is optional, but not mandatory.
The recommended list of evaluation companies includes:

These courses are not for college credit and are known as Non-Credit Courses. Those seeking to enroll in non-credit courses must complete a non-credit enrollment form so that a record can be established. No other admission requirements are necessary.

Before the student decides to participate in this program, he/she should be aware of the following requirements:
*Except for federally funded financial aid eligibility
Applicants for nursing and allied health programs must meet all general admission requirements of the College. In addition to the general admission requirements, each program has health care related requirements and special program admission and progression requirements. All admission documents for nursing and allied health programs should be submitted to the Nursing/Allied Health Center. Submitting information to other Hinds Community College campus locations will delay the processing of the applicant’s file.
All students in nursing and allied health programs are required to have computer and internet access. Some programs have special computer requirements for testing software; computer requirement information will be provided in program documents. Chromebooks are NOT an acceptable computer for most Nursing and Allied Health Programs, due to limitations in additional software etc., that can be added to these tablets. I-Pads are NOT an acceptable computer for any programs using ExamSoft/Exemplify testing platform (currently, Associate Degree Nursing & Practical Nursing).
Students in nursing and allied health programs must meet core performance standards which have been identified as essential for progression and completion of the programs. The standards include critical thinking, interpersonal skills, communication skills, mobility, motor skills, hearing, visual, tactile, accountability and responsibility performance areas. Specific standards with essential activities/tasks for each program are provided on the program websites. Students with a diagnosed disability who are unable to meet the standards are advised to contact the ADA counselor at 601.376.4803.
Nursing and Allied Health students are required to adhere to the rules and regulations of the affiliating clinical agencies as well as Hinds Community College rules and regulations. This includes, but is not limited to, background record checks, clinical health requirements, and CPR certification. Specific information to meet the requirements will be provided through the College Catalog, Nursing and Allied Health Student Manual, and program guidelines, rules, and regulations. Forms for complying with these requirements will be provided by the program as a part of the orientation process. All requirements must be completed by the health profession program’s designated date. Students who have not met requirements will not be allowed to begin or progress in theory, laboratory, or clinical courses. For students who are continuing in a program, failure to submit clinical health requirements by the due date will result in disruption in progression. For students admitted to a new program, failure to submit the clinical health requirements on the due date will result in loss of placement. Attendance guidelines will be enforced.
Pursuant to MS Statute 43-11-13, students in nursing and allied health programs must meet the requirements of clinical agencies regarding background checks. Students must submit a background check, based on fingerprints, that confirms that the student has not been convicted of or pleaded guilty or nolo contendere to a felony of possession or sale of drugs, murder, manslaughter, armed robbery, rape, sexual battery, sex offense listed in Section 45-33-23(f), child abuse, arson, grand larceny, burglary, gratification of lust, aggravated assault, or felonious abuse and/or battery of a vulnerable adult. In addition, other felony and some misdemeanor charges may disqualify the student from participating in clinical experiences. This includes, but is not limited to, most felony charges, patterns of criminal charges, criminal charges within the past two to five years, no dispensation of charges or pending charges.
Criminal Background Checks for new or progressing Nursing and Allied Health students must be completed at the Nursing/Allied Health Center (NAHC). Background checks include Mississippi Criminal History Record and Federal Bureau of Investigation Records, which includes records from the National Sex Offender Registry. Students will also be required to participate in additional screening through the Federal General Services Administration Excluded Parties List System (EPLS) and the Health and Human Services Office of Inspector General List of Excluded Individuals/Entities (LEIE).
Detailed information about the Background Records Check Procedure is available on the Nursing and Health Related Professions page of the Hinds website.
Students in nursing and allied health programs must meet the requirements of clinical agencies regarding health status. Each student accepted into a program must complete and submit the Clinical Record Packet, signed by a physician or nurse practitioner, confirming that the student is of good health and possesses the required abilities to function satisfactorily within the particular educational program and occupation. Required immunizations must be current. Drug screening will be done after a student enters the program and prior to the first clinical experience; some programs require drug screening every semester; random drug screens may be done at any time during the program; and clinical sites may require additional drug screening. Drug screens will be done at the Hinds Community College campus where the student is enrolled.
Many of the Nursing and Allied Health programs have specific academic course requirements that are pre-requisite or co-requisite to courses within the programs of study. All academic courses must be completed with a grade of “C” or higher.
Nursing and allied health programs, with the exception of Health Information Technology, require validation of current American Heart Association, BLS Provider CPR course.

Students who have been unsuccessful in a Hinds Community College nursing or allied health program will be considered for readmission based on compliance with the following criteria:
The College reserves the right to change policies as necessary; written notification to the students and applicants approved for admission is sufficient to effect policy change.
The responsibility for registering under proper residence status is placed upon the student. In addition to any administrative action which may be taken by governing authorities of the state-supported institutions of higher learning or community/junior colleges concerned, any student who willfully presents false evidence as to his/her residence status shall be deemed guilty of a misdemeanor, and upon conviction thereof may be fined not to exceed one hundred dollars ($100).
Hinds Community College observes the following definitions with regard to residential status of applicants and students as interpreted from laws engaged by the Mississippi Legislature. Students must have resolved all residency challenges with the Admissions and Records Office on or before the published deadline of the current semester of enrollment. A student’s residency status cannot be changed after the published deadline. In-state or out-of-state status concerns or questions should be directed to the Office of Admissions and Records (601-857-3212 or records@hindscc.edu). Additional Residency Information is found here.
Additional Residency Information is found here.
No student may be admitted to any community/junior college as a resident of Mississippi unless his residence, as defined herein, has been in the district or State of Mississippi preceding his admission.
The residence of a person less than twenty-one (21) years of age is that of either parent. If both parents are deceased, the residence of the minor is that of the last surviving parent at the time of that parent’s death, unless the minor lives with his or her legal guardian, duly appointed by a proper court of Mississippi, in which case the residence becomes that of the guardian.
The residence of an adult is that place where he is domiciled, that is the place where he actually, physically resides with the intention of remaining there indefinitely or of returning there permanently when temporarily absent.
If the parents of a minor who is enrolled as a student at a community/junior college move their legal residence from the State of Mississippi, the minor is immediately classified as an out-of-state student.
A married student may claim the residence status of the spouse, or may claim independent residence status under the same regulations set forth above as any other adult.
Minor children of parents who are members of the faculty or staff of any institution under the jurisdiction of the board of trustees of any community/junior college may be classified as residents for the purpose of attendance at the institution where their parents are faculty or staff members.
Members of armed forces on extended active duty stationed within the State of Mississippi may be classified as residents for the purpose of attendance of state-supported institutions of higher learning and community/junior colleges of the State of Mississippi. Resident status of such military personnel, who are not legal residents of Mississippi as defined under “legal residence of an adult”, shall terminate upon their reassignment for duty in the continental United States outside the State of Mississippi.
Resident status of children of members of the armed forces on extended active duty shall be that of the military parent for the purpose of attending state supported community/junior colleges of the State of Mississippi during the time that their military parents are stationed within the district or State of Mississippi and shall be continued through the time that military parents are stationed in an overseas area with last duty assignments within the district or State of Mississippi, excepting temporary training assignments en route from Mississippi. Resident status of minor children shall terminate upon reassignment under Permanent Change of Station Orders of their military parents for duty in the continental United States outside the district or State of Mississippi, excepting temporary training assignments en route from Mississippi.
A military person on active duty stationed at Hinds Community College or in Mississippi who wishes to avail him/herself or his/her dependents of these provisions must submit a certificate from his or her military organization of assignment and its address (may be in the letterhead) that the military member will be on active duty stationed in the district or in Mississippi on the date of registration at the state supported community/junior college of the State of Mississippi; that the military member is not on transfer orders; and the signature of the Commanding Officer, the Adjutant, or the Personnel Officer of the unit or assignment with signer’s rank and title. A military certificate must be presented to the Registrar of the state supported community/junior college of the State of Mississippi each semester at or within ten days prior to registration each semester for the provisions hereof to be effective.
Students wishing to change their address should complete and sign the Change of Address form in the Office of Admissions and Records. This written request will be updated during the semester of the request and will be applicable for all subsequent semesters unless another Change of Address form is submitted. Forwarding addresses filed with the United States Postal Service should also be filed with the Registrar’s Office. Billing addresses will be maintained by the Business Office. This address field will only be populated at the student’s request and only if different from his/her mailing address.
The College has been offering Distance Learning courses for almost two decades and offerings grow each semester. These courses are offered to those whose schedules and circumstances make it difficult to attend on-campus classes and are designed for the student who can work independently and discipline him/herself to keep up with the assigned material. Registration procedures are the same as for on-campus courses. Online students can request online advising through the eLearning website. Online courses have an additional $15 per credit hour charge. Online courses require that the student have unlimited access to a computer, compatible software, and activate and use the college e-mail account. Students may learn more about Distance Learning here.
The online courses are offered in cooperation with the Mississippi Virtual Community College (MSVCC) giving the student access to many courses from which to choose. For further information about Distance Learning, click here. Students can also call 601.857.3834 or e-mail distancelearning@hindscc.edu.
Online courses will follow a slightly different calendar than on-campus courses. Those dates can be found on the College Calendar . Students should pay close attention to these differences and be aware that online courses will continue to operate during traditional holidays for on-campus classes.
The Office of Distance Learning is dedicated to providing online courses equal to on-campus classes. In order to maintain integrity and quality of online education, all students enrolled in Hinds Community College online courses will be required to take two proctored exams per each course they are enrolled in through an approved testing center. Students may take those exams virtually through the college’s virtual testing center for a fee. A government-issued photo ID is required to take a proctored exam to ensure compliance with our accrediting body’s standards for identity verification. Dual Credit students who may not have a government-issued ID must provide their high school photo ID.
A Hinds Community College student taking online courses through MSVCC should have a minimum level of computer competence to be successful. Below is a list of minimum competencies expected before the student is allowed to register for an online class. A self-evaluation is available on the Hinds eLearning website under the BOSS (Becoming an Online Student Success) Orientation for a student to assess his/her readiness for taking Distance Learning courses. Additionally, minimum hardware requirements are listed on the Hinds eLearning page.
MSVCC students are required to own or have permanent access to a computer with an internet connection. Students are welcome to use open computer labs throughout the Hinds district but should not use this as their sole resource. Instructors will not accept excuses in regard to computers or internet service. For this reason, students should complete assignments prior to the deadline and always have a backup computer plan. Minimum specifications for computers are listed below.
Internet Connection: High-speed preferred
Browser: Updated version of most browsers. Recommended: Mozilla Firefox, Google Chrome, and Safari.
Overview: Students wishing to enroll in programs of study that lead to required licensure for employment and are located outside of Mississippi must follow the regulations set forth by the US Department of Education (34 CFR 668.14(b)(32)) regarding disclosure, enrollment, and attestations.
Students who are located in states where a program of study is deemed to “not satisfy state educational requirements” or is “undetermined” cannot be enrolled in said program of study if that program of study requires an online course during the first semester of the program curriculum.
Student Address versus Location: For purposes of state authorization and program licensure agreements, a student’s address is determined by the primary address a student includes on his or her initial application, or the primary address as updated by the student through the Navigator portal. However, in order to identify a student’s location, the location where the program is offered is the student’s location; if that program is considered a “face-to-face program”. In other words, if a student must attend class on a Hinds campus or off-site location in Mississippi, the student’s location is in Mississippi. If the program offered is deemed a “distance program”, meaning the student can complete program coursework “at a distance” while residing outside of the state, then the student’s primary address will be deemed his or her “location” in determining program licensure requirements.
Identified Programs: Hinds Community College has twenty-one programs leading to a licensure required for employment.
A “distance program” is identified as a program where students could enroll at-a-distance and complete their first semester program of study without attending on-campus courses. A “face-to-face program” requires students attend class on one of our campuses or off-site locations within Mississippi.
Of the twenty-one licensure programs, only one is a “distance program”. This program is Real Estate Technology follow regulations set forth in this procedure.
Exemptions: Students who are located in “a state that does not satisfy state educational requirements” but plan to work in “a state that does satisfy state educational requirements” upon program completion can sign an attestation with a Hinds advisor, notating their intent to seek employment in an approved state. Those students will be allowed to enroll in the program of study assuming all other admissions requirements are met.
Students who move from an approved state to a “state that does not satisfy state educational requirements”, as initiated by the student within Navigator, will be reminded of the general disclosure regarding state program licensure within 14 days of their official change of address process with the college.
Exemption Attestation: If the student meets the exemptions above, the advisor will inform the student of and have him or her fill out the Program Licensure Attestation. The student should complete the attestation document explaining the exemption reason. Once completed, the student can be registered for that program of study. This Program Licensure Attestation will be scanned into the student file in SoftDocs.
Academic counselors and career-technical counselors assist students in course selection and educational planning. If a student wishes, he or she may choose to be advised by a faculty member. The counselor or advisor will provide students with a plan of study which records the classes students are advised to take while they are enrolled at Hinds. After the first semester of enrollment, students are not required to see a counselor or advisor to register for future semesters. Students must seek advisement to change their program of study (major), do not successfully complete the courses for which they register, or have questions about their programs of study.
Each student seeking credit through Hinds Community College will make a formal declaration of his/her program or college major during the advising process.
A student who wishes to change his/her college program/major after their formal declaration should come to one of the college counseling offices for an evaluation of previously completed coursework and for course advisement for the new program. Students should recognize that changing programs/majors could result in having completed courses that will not apply to the new program/major. A student may ONLY change his/her program of study (major) during registration for the next semester of enrollment. The program change will not begin until the next term of enrollment.
Veterans should be very careful when changing programs/majors because the change is also subject to counseling approval with the Veterans Administration Regional Office.
Registration will be held at all locations of Hinds Community College. (See the College Calendar for dates and times at each location.) Students will be registered on a first-come, first-served basis. Before being allowed to register, new students must have an application on file in the Office of Admissions and Records and must have official English, math, and reading placement scores on file. Students who do not have official placement scores on file can take the ACCUPLACER at no charge at HCC. ACCUPLACER scores are generated the same day the student takes the test and can be used to fulfill the placement score requirement for Admissions.
First time students should contact the Advising Office of the location they plan to attend for course advising and scheduling. While returning students may register online at My.Hinds, they may also see a counselor for advisement.
Students may pay all fees at the time of registration or they may be billed, but fees must be received in the Business Office on or before the scheduled date set by the College, or have a payment plan in place with the business office, or have verification of awarded financial aid. Failure to complete one of these steps will result in deletion of your class schedule. Students may check their account balance or pay tuition and fees using a credit card (Visa, MasterCard, American Express, Discover, and Debit card) at My.Hinds.
Before the start of classes, students who have registered, paid tuition and are unable to attend classes should contact the appropriate Counseling Office by email to officially be removed from classes. Students who have registered, have NOT paid tuition and are unable to attend classes must mail the tuition billing notice back to the Office of Admissions with a statement indicating that they will not be attending classes. This must be done immediately upon receiving the billing so that they can be removed from classes.
Admission note concerning: Completion of Admissions File
All admission requirements must be completed by the published deadline. If this requirement is not met, the student may be removed from all classes for that semester and may not receive a refund of fees or tuition.
Hinds Community College maintains certain policies and practices to assure compliance with the Family Educational Rights and Privacy Act (FERPA). While students are enrolled in high school, their parents typically “own” their educational records. However, once students are enrolled in college, they become the owners of their personal educational records. FERPA affords students certain rights with respect to these records. These rights include the following:
One exception permits disclosure without consent to school officials with legitimate educational interests. A school official is a person employed by HCC in an administrative, supervisory, academic or research, or support staff position (including law enforcement unit personnel); a person or company with whom HCC has contracted (such as an attorney, auditor, or collection agent); a person serving on the Board of Trustees; or a student serving on an official committee (such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks). A school official who needs to review an educational record in order to fulfill his or her professional responsibility has a legitimate educational interest.
In addition, upon request, HCC may disclose educational records without student consent to officials of another school in which the student seeks to enroll.

Hinds CC uses ACCUPLACER Next-Generation, Residual ACT Assessment, and/or National ACT Assessment to place students in appropriate courses. Academic, technical and career students must take one of these placement tests prior to registering for classes. Placement test results assist the institution in advising, placing and admitting students in appropriate course levels that match their skills and help students succeed. Students should contact the counseling office at the campus they plan to attend to schedule a test date or secure more information about the tests. ACCUPLACER Next-Generation or Residual ACT testing is available for students who have been admitted or are in the process of applying to Hinds Community College. The ACCUPLACER Next Generation and Residual ACT cannot be transferred to other colleges, nor does Hinds accept the ACCUPLACER Next-Generation or Residual ACT scores from other colleges. NOTE: Many HCC scholarships are awarded based on ACT Assessment scores (Residual or National).
ACCUPLACER Next-Generation is a computerized placement test that measures skills in the areas of Reading, Math, and English. These tests usually take a total of one to two hours to complete and the results are immediate. Students who have ACT scores may not need to test. For more information on ACCUPLACER, visit www.accuplacer.collegeboard.org.
Students who have taken the ACT, but wish to improve their placement scores may only attempt the ACCUPLACER placement test one time. ACCUPLACER is divided into three individual tests. A student may choose to skip any of the three tests but will not be allowed another opportunity to complete a test that was skipped. Testing must take place at least 12 calendar days before the first day of class. Students taking the ACCUPLACER for initial placement and admission shall be given first priority to test.
A student who has not taken the ACT may take the ACCUPLACER placement test twice. The second attempt must be one week or more after the first testing date, and the student should complete appropriate tutorial work prior to taking the second test. Testing must take place at least 12 calendar days before the first day of class. A student will forfeit the second testing attempt if there are less than 12 calendar days before the start of classes for the semester. Test dates and times are available by calling the campus where you will be testing. Click here for more ACCUPLACER information.
Non-high school diploma and non-high school equivalency holding students are required to take the ACCUPLACER test and earn the following minimum scores in all three areas: 233 in Reading, 230 in Math, and 235 in English. Some programs may require higher scores for entry. Career students are urged to register early, should one or more retakes be necessary for admission. The second testing session must be at least two weeks after the first testing session. After two unsuccessful testing attempts, non-high school graduates and non-high school equivalency students will be advised to enroll in the free high school equivalency preparation classes at the college. ACCUPLACER test dates and times are available at any HCC Counseling office or by calling the campus where you will be testing.

Placement is mandatory for all degree-seeking students whose declared program of study is academic or career/technical. Every student registering at Hinds must have complete ACT scores on file, or the student will take the ACCUPLACER placement test to determine if Excel Program courses are required for success in traditional college courses. Excel Program courses in English (ENG), Mathematics (MAT), and Reading (REA) serve students whose placement scores indicate a need for remediation. ACT scores or placement test results are used to determine if a student must enroll in one or more Excel Program courses, and if so, at what point the student will begin.
Once a student is initially placed in the Excel Program ENG, MAT, or REA course, the student will continue to progress through the sequence of courses until all requirements have been satisfactorily completed with a grade of “C” or above. Students who stop attending class or do not properly withdraw are subject to receiving a grade of “WP” or “WF” for non-attendance. (See Attendance Policy in this Catalog.) Also, courses that begin with a “0” level designation (ENG 0124 ) will not count toward the number of credits required for graduation.
For initial placement purposes, the following ACT or ACCUPLACER scores will be used to place students in the following courses:
